Job Description

Performs protective service work in the enforcement of state statutes and ordinances regulating the keeping of animals within the Town, and related work as required.   Work is performed under the moderate supervision of the Police Lieutenant.

Position is open until filled.

Essential Duties of the Position


The following duties are those considered most essential to the position.  This does not preclude the delegation of other duties considered as necessary by management to successfully complete an assignment or project.

  • Patrols the Town and enforces state and Town animal ordinances; investigates complaints and picks up stray animals; disposes of dead animals; takes apprehended animals to Charlotte Mecklenburg Animal Care and Control; returns animals to owners.
  • Rescues trapped, lost or injured animals; gives immediate medical assistance to injured animals; transports injured animals to veterinarians; may euthanizes animals if necessary.
  • Traps stray or homeless animals; issues citations for violations of animal control ordinances including leash laws, noise ordinances, cruelty, failure to register, invalid rabies vaccination, etc.
  • Investigates reports of animal bites, and enforces laws requiring confinement of animals for observation.
  • Investigates cases of cruelty to animals and recommends appropriate action; takes wounded animals to veterinarians.
  • Issues appropriate warnings and citations; testifies in court when necessary.
  • Operates transport vehicle and animal handling equipment; sets traps and cages to collect wild and vicious animals.
  • Provides information to the public regarding ordinances and regulations, registers animals.
  • Prepares reports and keeps appropriate records.
  • Performs other duties as apparent or assigned.


Minimum Required Education and Experience

General knowledge of the laws, ordinances, and regulations governing the control, handling and protection of dogs and other animals and fowl; general knowledge of the geography of the Town; ability to solve problems within scope of responsibility; ability to recognize rabies symptoms and some knowledge of the methods and procedures to be followed; ability to deal tactfully with the general public; ability to establish and maintain effective working relationships with associates and the general public.

High school diploma or GED; 1 to 2 years of experience working with animals is preferred.  Certification by a veterinarian in the use of animal immobilization and euthanasia drugs as preferred .  Possession of an appropriate driver's license valid in the State of North Carolina.

This work requires the occasional exertion of over 100 pounds of force; worker is frequently speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work requires close vision, distance vision, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office with computer printers, light traffic).
